All the Power but No Time

For this challenge, I implemented problem decomposition to identify what the number of items and which items are compatible with each other. Since there is no pattern, I went directly to the algorithm design to understand the terms to reach a solution. Although there is more than one algorithm, the desire to charge all phones under a time limit is stated. From then on, certain algorithms like charging each phone fully are eliminated since it is the most time to charge.
